An opportunity to lead, develop and shape high-performing revenues and benefits services
Harrow is looking for an experienced and ambitious revenues and benefits professional to join us as our new Assistant Director – Collections and Benefits.
Reporting directly to the Director of Finance (Section 151 Officer), you will provide strategic leadership across Council Tax, Business Rates, parking income collection and appeals, and Housing and Council Tax Benefits. It is a substantial portfolio, encompassing around £165m of revenue income and approximately £125m of benefit payments.
The opportunity
This is an attractive opportunity to inherit established services with experienced people and a strong platform from which to develop them further. The vacancy arises through retirement, providing the opportunity for a planned transition and handover.
Alongside maintaining strong operational performance, we want our new Assistant Director to develop the capability, confidence and visibility of the leadership team, encourage greater collaboration across the different parts of the service, and ensure that our people are empowered to take greater ownership and contribute more widely across the Council.
You will also act as Harrow's senior professional expert on Council Tax, Business Rates and Benefits, ensuring that we respond effectively to legislative and regulatory change, maximise income, maintain high standards of customer service and provide authoritative advice to senior officers and elected members.
About you
We are looking for someone with strong technical knowledge of revenues and benefits, together with the leadership skills and ambition to take the service forward.
You will have experience of delivering high-performing, customer-focused services within a complex public and political environment, with a strong understanding of legislation, performance management and financial management. Just as importantly, you will be an engaging and empowering leader who can develop people, build confidence and bring teams together.
We are very open to candidates looking to make the next step in their career. You do not necessarily need to have held an Assistant Director title previously, but you will need sufficient specialist expertise and senior-level experience to operate confidently and independently in this important professional leadership role.
The role offers a salary of £100,389 – £117,918, with hybrid working likely to involve around 2–3 days per week on-site.
