Government of Jersey
In 2018, the Government of Jersey faced Brexit, global financial risks and declining productivity. They were also subject to frequent criticism. So, a comprehensive top-down restructure was launched. That’s where Penna came in.
To help achieve the new operating model, Penna reviewed major leadership structures, reducing the number of departments from 11 to 9. Those in existing management roles underwent competitive recruitment or internal assimilation processes. At the same time, some strategic interim appointments were made to fill critical gaps.
We also created a relocation support package for candidates and launched a creative attraction campaign. With a bespoke microsite and high-touch targeted searches, we engaged with the right candidates – even internationally.
And the results?
We’re entering the third year of the five-year ‘One Government’ programme and are already seeing incredibly positive changes. But it’ll take a few more years before we see the real results.
